Stephen Cross

co-author of "Basic Asphalt Recycling Manual"

Dr. Cross is a professor in the School of Civil & Environmental Engineering at Oklahoma State University. His areas of expertise are design and construction of transportation facilities with a major emphasis on cold in-place pavement recycling, bituminous materials characterization, mixture design and characterization, pavement construction, and soil stabilization. He is a co-author of the "Asphalt Recycling & Reclaiming Association's Basic Asphalt Recycling Manual." Cross earned his B.S. and M.S. in Civil Engineering from the University of Arkansas and a Ph.D. from Auburn University. He is a registered Professional Civil Engineer in Arizona, Missouri, Kansas and Oklahoma.

The growing demand on roadways over the last decades, decreasing budgetary funds and the need to provide a safe, efficient and cost effective roadway system has led to a dramatic increase in the need to rehabilitate existing pavements. The last 35 years have seen a dramatic growth in asphalt recycling and reclaiming as feasible alternatives to traditional maintenance and rehabilitation strategies. Recycling pavements or reclaiming the existing materials for reuse meets societal goals of providing safe and efficient roadways, while at the same time drastically reducing both the environmental impact and energy consumption specific to traditional pavement reconstruction.

The "Basic Asphalt Recycling Manual" was published with the purpose of providing owner agencies, consultants, contractors and engineering students with an overview of the various forms of asphalt recycling and reclaiming. Sufficient information is provided so that a rational decision can be made with respect to the feasibility and/or cost benefits of the asphalt recycling and reclaiming processes of hot in-place recycling cold recycling, cold in-place and cold central plant, and full depth reclamation.
