Melissa Noakes holds a Bachelor of Science degree in English education from Oklahoma Baptist University. Noakes is an instructional developer for Fire Protection Publications and has worked for FPP for over 12 years. She has served as the lead developer on projects such as Hazardous Materials for First Responders, Fire and Emergency Services Instructor, and Fire Inspection and Code Enforcement. She was assisted in the authorship of this instructor package by all of the editors, curriculum developers and graphic designers at FPP; the International Fire Service Training Association and a committee of subject matter experts.

FPP instructor packages consist of lesson outlines, PowerPoint presentations, tests, quizzes and plans of instruction, all coordinated to teach courses that accompany FPP manuals. The materials are sold on flash drives and available online at FPP's learning management system, ResourceOne. In addition to these materials, the package for Hazardous Materials Technician also includes an exam prep released as a print book, a flash drive program and a mobile app - all intended for student use. The instructor package offers a comprehensive set of materials for teaching and learning all of the content in the "Hazardous Materials Technician, 1st Edition" textbook.
